Subaward Documents for Non-Competing Applications:
RU is the Prime

When the Rockefeller University is the Prime Institution

When an investigator from another institution is collaborating on an application to be submitted from Rockefeller, that institution, as the anticipated subawardee to RU, must submit to OSPA the following documentation:
 
If NIH is the Sponsor
All NIH Progress Reports must be submitted electronically using the Research Performance Progress Report (RPPR) format for all grants, including multi-component grants such as Program Projects. Subs must provide information to allow RU as the prime institution to complete the RPPR. Different information is required for a sub that is part of a project/component at RU* as opposed to a sub who is the lead on a component within a multi-project grant**.  If you have any questions about what is required, please contact your SPO.
 
*For subs that do not serve as the lead of a project/component, submit:
PHS 2590 Face Page
(Form Page 1) signed by Institutional Official.
A PHS 2590 Checklist Page (Form Page 6) with her/his institution's latest rate.
All Personnel Report (Form Page 7) listing effort for the Subcontract PI and ALL other personnel (including non-key) who participated in the project during the current reporting period for at least one person month or more.  A Commons ID must be included for anyone with the role of PD/PI and anyone in a trainee role (postdoc, grad student, or undergrad). These personnel will be included in Section D. Participants. All trainees must complete their profile in the eRA Commons prior to submission of the RPPR.
Explanation of any significant change in the level of effort for the Subcontract PI or other senior/key Personnel designated on the Notice of Award (NoA).
Biosketches for any NEW key personnel as needed.
Other Support if there has been a change in Active Support of any Key Personnel. See the RPPR Other Support Format Page for examples.
Scientific Progress made by the subcontractor including any publications. The sub's progress should be included in RU's answers in Section B. Accomplishments, Section C.  Products (which includes all publications), Section E. Impact, Section F. Changes, and Section G. Special Reporting Requirements.
Any other documentation as requested by The Rockefeller University and the Sponsor.
 
If the grant is not subject to SNAP and a detailed budget is required, then also submit
A detailed budget for next budget period (Form Page 2).
A budget justification
(Form Page 3) for those line items and amounts that represent a significant change from what was previously recommended
. Include cognizant agency name, contact, and phone number.
Explanation of unobligated
balance remaining in the current year's budget greater than 25% of total funds.


**For subs that lead a component in a multi-project RPPR, each sub component must submit:
PHS 2590 Face Page (Form Page 1) signed by Institutional Official.
A PHS 2590 Checklist Page (Form Page 6) with her/his institution's latest rate.
All Personnel Report (Form Page 7) listing effort for the Subcontract PI and ALL other personnel (including non-key) who participated in the project during the current budget period for at least one person month or more.  A Commons ID must be included for the Subcontract PI and anyone in a trainee role (postdoc, grad student, or undergrad).
These personnel will be included in Section D. Participants. All trainees must complete their profile in the eRA Commons prior to submission of the RPPR.
Explanation of any significant change in the level of effort for the Subcontract PI or other senior/key Personnel designated on the Notice of Award (NoA).

Scientific Progress must be reported by answering the following RPPR sections (if applicable):
  • B.1 What are the major goals of the project?
    • B.1.a Have the major goals changed since the initial competing award or previous report?
  • B.2 What was accomplished under these goals?
  • B.4 What opportunities for training and professional development has the project provided?
  • B.5 How have the results been disseminated to communities of interest?
  • B.6 What do you plan to do during the next reporting period to accomplish the goals,
  • C.3 Technologies or Techniques that have resulted from the research activities.
  • C.5 Other products and resource sharing.
  • E.3 What is the impact on technology transfer?
  • F.2 Actual or anticipated challenges or delays and actions or plans to resolve them.
  • F.3 Significant changes to human subjects, vertebrate animals, biohazards, and/or select agents.
  • G.4 Human Subjects
  • G.6 Human Embryonic Stem Cells (HESCs)
For multi-project RPPRs all publications are reported in Section C of the Overall Component. Please refer to the RPPR Instruction Guide for more information on completing these sections.

A PHS 2590 Checklist Page (Form Page 6) with her/his institution's latest rate.
A copy of all items required by the Sponsor.
Updates of any compliance information (animals, human subjects, lab safety).
Any other documentation as requested by The Rockefeller University and the sponsor.

NOTE: If the institution is a new subgrantee joining an already existing RU award, OSPA needs to receive the standard subgrantee materials for NEW applications from that institution. In this scenario follow instructions for Subaward Documents for New Applications.
