Budget Justification Guide and Boilerplate

Our boilerplates and sample text for selected application sections may be used as a starting point for your applications, and should be modified to meet sponsor's requirements and to align with your proposed research plan.

OVERVIEW
An applicant’s budget request is reviewed for compliance with sponsors' governing cost principles and other requirements and policies applicable to the type of recipient and the type of award. Federal and other grant awards pay only for allowable costs incurred. Requested costs across all sponsors must be necessary and reasonable to complete the work described in your proposal.

To provide context and clarity and when the sponsor does not prohibit, open your budget justification section with an Introduction describing what's driving the requested resources and how they will facilitate the successful operation and completion of the proposed project. If matching or other commitments are included in your application (e.g. for funds, equipment, space, positions, teaching, Tri-Institutional infrastructure, other resources), this would be a good location to cite the associated documentation.
 
For well-supported Investigators preparing a submission to the NIH
In response to the NIH policy on Special Council Review of Research Applications from PD/PI(s) with $1 million or more in annual direct costs from the NIH, The Rockefeller University's applicants for NIH funding, who currently receive $1 million or more in direct costs of NIH funding to support Research Project Grants (RPGs) are advised to include the following in their applications:
 
The Rockefeller University enables its investigators to dedicate their time and efforts to research and on-site research training. While members are free to participate in teaching the graduate courses offered at the University, there is no teaching requirement and the time and effort commitment for teaching is minimal compared to other universities. Researchers at The Rockefeller University, therefore, are expected to and can direct and perform more research projects than the typical researcher elsewhere.
 
This statement may be included in your application's budget justification, in the biosketch's personal statement, and in other sections as applicable. Currently excluded from this NIH policy are:
* Pending applications received in response to requests for applications (RFAs)
* P01s and other multi-component RPGs, unless all the PD/PIs and sub-project leaders are at or above the $1 million threshold
* Multi-PI applications, unless all the PD/PIs are at or above the $1 million threshold
* Administrative supplements
* Subprojects within complex applications (may be revisited by NIH)
 
Increases
Inflationary: Barring specific sponsor requirements/restrictions, inflationary increases (e.g. cost of living increases) for budget requests are determined by The Rockefeller University (RU) Finance department. Current rates provided by Finance are listed on our Administrative Data page. It is advisable to discuss the rate increase you want to use with your SPO when you begin preparing your budget. State the increase used for your calculations at the end of your budget justification section.

Other Budget Increases: if you are submitting a Renewal application, be sure to check your initial notice of award and current sponsor's guidance for any caps, restrictions, pre-approval requirements, etc. that must be addressed before submission.
