2025 Federal Administration Transition

Shortly after taking office, the U.S. President took several actions, including issuing Presidential Actions and Executive Orders. These actions are being taken to implement the priorities of the new administration. 

The Office of Sponsored Programs Administration (OSPA) continues to closely follow these developments. This page contains information about these actions as related to the conduct of research and sponsored projects. This webpage will continue to be updated as new information is received. 

Availability of OSPA Staff

Operations in OSPA are normal until further notice. Continue to contact your Sponsored Programs Officer (SPO) for most matters. Communications will be sent via email listservs and posted on this website if there are changes.

General

Proposals:

  • Continue to prepare and submit proposals for new awards as usual.
  • As you develop your proposal, work with your SPO to check potential changes to  requirements within the Notice of Funding Opportunity (NOFO).  
  • All federal proposals will be submitted in accordance with the appropriate negotiated indirect (F&A) cost rate agreement. Proposals for programs such as fellowship and training grants will continue to be submitted in accordance with the rates established for those programs.

Awards:

  • We expect all new federal awards should be received with the appropriate rate, based on our rate agreement or program specific policy. OSPA will contact sponsors for corrections if new awards are received with rates other than proposed.
  • Continue to perform work on federal projects that have already been funded unless a stop work order has been received by the sponsor.
  • Continue to submit all required deliverables and reports.  Requirements on the contents of these reports may be adjusted by individual sponsors, and should be communicated by the sponsor. Be sure to inform your SPO of any communications involving deliverables reporting.
  • Some stop work orders are being sent directly to investigators.  Please immediately forward copies of any such notices to OSPA@rockefeller.edu.
  • No-Cost Extensions (NCE): The automatic NCE functionality in National Institute of Health (NIH) eRA Commons was reactivated on Feb. 12. Project teams are encouraged to submit project extensions and reports allowing sufficient time for processing in view of any backlog that may have occurred while the system was deactivated.
