NIH Modular Budget Justification Guidelines
Our boilerplates and sample text for selected applications may be used as a starting point for your applications, and should be modified to meet sponsor's requirements and to align with your proposed research plan. The following guidelines were developed to with creating a budget justification for an NIH modular budget. Please also refer to the Budget Justification Guide and Boilerplate for more general information on your budget justification.
NIH Modular Budget
Modular budgets are simple and consist of lump sums of $25,000 intervals, up to $250,000/year in direct costs per current NIH policy. If equipment, large gene array costs and/or patient care costs are requested, inform your OSPA SPO as this will effect the calculation of F&A amounts. The modular budget format is not accepted for SBIR and STTR grant applications.
Modular budget justifications require a Personnel Justification and, if the project includes subawards, a Consortium/Subcontract/Subaward Justification. More>>
Personnel The Personnel Justification should include the name, role, and number of person-months devoted to this project for every person on the project. Do not provide individual salary information. Note that, per the Uniform Guidance, administrative and clerical personnel may be included if: the administraive or clerical services are essential to the project's goals and objectives; the individuals can be specifically indentified with the project or activity; the integral nature of the services are clearly justified.
Consortium and Contractual Costs If you have a consortium/subcontract, include the total costs (direct costs plus F&A costs), rounded to the nearest $1,000, for each consortium/subcontract. Additionally, all consortium personnel should be listed, including their roles and person months. If the consortium is foreign, that should be stated as well. Include the total consortium/contractual costs in the overall requested modular direct cost amount (consortium/contractual F&A costs are not factored into the direct cost limit). More>>
Other If applicable, provide additional justification for any variations in the number of modules requested annually. Also, this section should describe any direct costs that were excluded from the total direct costs (such as equipment, tuition remission) and any work being conducted off-site. More>>
